Step 1:


Let's start out by creating a new file. I used a 800?00 pixels canvas set at 72dpi, and I filled my background with black. Now make a new layer set and name it 'Aqua Text Effect'. Then select the Horizontal Type Tool and set the font family to Copperplate Gothic Bold, 80 pt, smooth and #005846 color shade. In a new text layer type your name on the center of the canvas.



Step 2:


Under Layer Style(Layer > Layer Style) add an Inner Shadow, Inner Glow, Gradient Overlay and Pattern Overlay blending options to your text/name text layer.

Step 3:


In a new text layer type your name in white color with the same font settings from step one.



Step 4:


Under Layer Style(Layer > Layer Style) add an Inner Shadow, Inner Glow and Pattern t Overlay blending options to your white text layer. Then set the layer's blending mode to Darken.

Step 5:


Duplicate the 'Aqua Text Effect' layer set then go to Layer > Merge Layer Set, this should turn the duplicate layer set into a regular layer. Now apply a motion blur filter through Filter > Blur > Motion Blur, use the settings below.

Step 6:


Now apply a wave filter to your motioned blur text design, go to Filter > Distort > Wave, apply the settings below.

Step 7:


Go to Edit > Transform > Scale, then resize the wavy design down so its even up with your text.



Step 8:


Now duplicate the wavy design layer and set the layer's blending mode to Hard Light.



Step 9:


Grab the Rectangular Marquee Tool and add a marquee selection around your aqua special text effect. Then go to Edit > Copy Merged and back to Edit > Paste, a new layer should appear on your layers window with the selection you made. Set the layer's blending mode to Hard Light at 81% opacity level.



Step 10:


Select the Horizontal Type Tool then set the font family to Wingdings, 12 pt, crisp and #00D8FF color shade. In a new text layer type "S" which should be a water drop icon.



Step 11:


Under Layer Style(Layer > Layer Style) add an Inner Shadow and Gradient Overlay blending options to your water drop text layer. Then set the layer's blending mode to Soft Light.




Result:



Step 12:


Add more water drop particles all over your text design.

Wow thanks but i dint add the water drops cos it was a bit difficult

Great umm... I do exatcly what you write there but it doesn't look like yours...

I use Photoshop CS3 / CS4 but the same problem =__=;
