I'm a Freelance Web Designer living in Chicago IL. I have been using Photoshop for over 8 years now and I hope that you will enjoy my tutorials on tu-torial.com.
Let's start out by creating a new file. I used a 700x525 pixels canvas set at 72dpi, and I filled my background with a black color. In a new layer add a picture of a face, grab the example used in this tutorial here.
Duplicate your picture layer from step one and go to Filter > Pixelate > Pointilize, add the settings below.
Turn the picture into black and white by going to Image > Adjustments > Desaturate.
Now sharpen the image through Filter > Sharpen > Sharpen More.
Set the layer's blending mode to Soft Light at 80% opacity.
Create a new layer and draw a black circle with 57 x 57 px dimensions.
Under Layer Style(Layer > Layer Style) add an Outer Glow, Inner Glow Satin and Gradient Overlayblending options to your black layer. Then set the layer's blending mode to Lighten.
You should now have a break out effect on the skin.
Add more break out designs by duplicate the original layer and resizing through Edit > Transform > Scale.

funny effect and nicelooking :) thank you for sharing.
I checked the steps and here's some things I noticed that might help:
On Step 2, before applying Pointilize, fill background color to black. The first time it showed up as white, and I thought maybe it wasn't clear that the duplicate layers needs the black backgorund as well.
On Step 7, follow the Steps EXACTLY as it outlined. I had to check over several time and even repeating the steps until I found the desirable results.
Overall, it took me about 20-30 minutes, although admittedly, my PS skills are pretty rusty. Hmm..
Well thx alot for this tutorial, but my results also didnt look alike. and i checked everything and did everything like you did. what is a possible reason?
Thanks for tutorrial, very nice.

Nice tutorial. Only problem I had though was that mine didn't look like yours... so what I did was lowered the opacity of the "zit" layers to 50%.
